Game dips into slow motion constantly

Unsure if this is a glitch or the servers lagging.

This issue is currently making the game unplayable for me. I'll be skating around on startup and all of a sudden my game slows to a crawl, then back up to speed, then slow again, dipping fast to slow every couple of seconds.
