Game gets stuck asking me to open map

Once you are on the main map but still doing the tutorial it ask you to open the maps and the game bugs out and just keeps replaying the same dialog over and over again and you cant skip it or move your character.  Tried restarting the game and computer multiple times now and nothing has worked.  Keep loading into the same bug, can not play game at all.
