Hey im currently on the trasher mission

So i completed the mission and its not progressing and it keeps reverting my mission progress but all the trash and bird poo is not respawning for me to progress the mission  so when i go to leave the mission it just teleports me back to the mission when its still broken not allowing me to play the game at all to enjoy it. Please someone fix this problem so i can play this again i been waiting for 15 years to play this game.
