I was able to test and confirm that it does happen fairly regularly in the stadium, same spot as your video. And can also make it glitch on the Isle of Grom mega ramp.

I agree with your idea that it's based on the speed of flick for the trick. It happens when the flick is fast, but if done more slowly, it works normally.
