launching game on fullscreen forces native res

Usually this wouldnt be an issue for most, but im running on a ryzen 3400g for the time being, and run the game at lower resolutions like 720p for better performance. However whenever i launch the game I am forced into 1080p on fullscreen, and am required to switch to either borderless or windowed, then back to fullscreen to switch back to a lower resolution. is a minor issue, but still is an annoyance.
