Neighborhood Progress Locked at 0

Hello! Logging on today, I noticed my Neighborhood progress on all Hoods is locked at 0. I cannot see my progress, nor can I unlock any items associated with the respective neighborhood boxes. I'm almost done with all of them and have been trying for the last few days to finish the market, and today would've been the day. I've tried resetting the game to no avail.
