Right joystick issue

The right joystick on my xbox x controller (i’m on PC) 

is constantly detected as being pushed down unless the left stick is moved to any position then it acts normal so if i stand still the camera will continuously move up and when skating the character is constantly squatting unless the left joystick is being used
