Right stick to pump does not work

Currently I can pump with the triggers, or the left stick, when left stick forward to pump is on. No matter what settings I use though, right stick down to pump just never seems to activate the pumping trick or give me additional speed.

Also, kind of related. Turning on Semi Auto Pumping seems to make manual pumping really inconsistent. Sometimes you gain a lot of speed, sometimes you gain no speed. Sometimes the pumping trick doesn't even activate but you still gain speed anyway.
