scorchers2005 and xiiClosureHD i just found out what fixed my game and it has nothing to do with the program i mentioned above, the fix is much more simple...
The fix for me was to disconnect the Moza Handbrake that i always have plugged in my PC for racing simulator, so check which devices you got hooked on PC and disconnect every unnecessary device you have plugged into it and try to play the game afterwards
Hope this fixes your problems and if it doesn't i really don't know what else you can try to fix this issue...
