I'm getting around 60-80 fps in the game, but eveything looks and feels in slow motion especially my charachter. Game is stuck in 30 fps with low graphics, in that setting I don’t feel no heaviness. ...

Same issue, very frustrating. No amount of setting changes/resolution changes, or fps locks changes anything. I have noticed that solo missions tend to run a lot better, but I still get some stuttering during them. Huge shame. *Also, pc specs go far beyond what is on the recommended specs on the Steam store page; pc isn't the issue.
