Slow Motion Play

Game often plays in like slow motion; it lags so hard that its almost unplayable. makes it so that I can't build up any speed and when I try to execute a trick it won't detect it until like a second later. it makes hitting sequences and grinds exceptionally difficult. Also, I'm not playing with crazy high graphics either, so I don't know why it keeps happening. It persists ever after restarting my computer and the game itself. It's super annoying and makes playing the game very unenjoyable.
