Softlock, hedgemont and the other areas 117 activities won’t spawn.

I've got:

1. Hedgemont - 62/101
2. Gullcrest - 53/69
3. Market Mile - 59/73

So I've got challenges that aren't appearing on my map, but I'm maxxed out. So, your progress is potentially not broken, the game recently overhauled how challenges are displayed and I believe there are extra challenges that are currently hidden. The discrepancies between my numbers and your numbers should be the amount of challenges you can actually unlock. 

I think they're working on some kind of challenge browser and they're waiting until that's completed to reveal them, because otherwise the map would be too cluttered. 

When you say you're "Tier 7" is that the actual district level, or the crew bounty tiers?  I actually had the unlockable permanent challenges removed from my map when crew bounties came out, and then as I went through the crew bounties, they reappeared for me to complete anew.

tl;dr - Could you clarify if this is crew bounties or district level? District level unlocks new missions, and Crew Bounties unlock new permanent challenges. Complete bounties to gain district XP and rewards, when you reach a new district level you get rewards and more challenges. 

If I can clarify anything else for you, let me know. It's quite confusing to explain, they're two separate progression tracks that interact with eachother.

Hedgemont is district 9, 7 on the other 2 

I can’t do anymore bounties because it relays on other people and it don’t matter what party I’m in nobody does the own the lot stuff and I was only getting 1 extra prow challenge after unlocking each bounty on the odd occasion I got 2 

Yeah, it seems like nothing is out of the ordinary for the time being. I understand the concern though, the progression can feel a little opaque at times. 

I understand, it is tricky to get people together for Own The Lot, especially ones that aren't spotlighted. If you're desperate and can't find people to help in-game, I recommend joining the official Skate discord and using the LFG channels. 

At times, I’ve had no crew challenges to do for 7 days if that’s what the markers on the map are I don’t get the point of being 55/101  if they ain’t going to put them on the map they could rotate them every week or something I’ll look at the discord for the on the lot stuff but they might as well put the rest of the challenges on the map 

Once you complete challenges, that's it, you don't get the rewards for them again. Every week though, they spotlight certain challenges that are already available so you can earn extra tix. Some of the challenges could be related to old events (7-ply, winter rollstice, Skateoween etc) and rely on map assets that are not there anymore. I do agree though, very confusing to have challenges listed that aren't accessible, either make them accessible or don't add them to tallies. 

Not sure if you're new to the game, they used to rotate a whole area's worth of challenges every day, but they stopped doing that because people hated doing the same challenges over and over, and now the bounties and crew bounties systems exist. I preferred the old system personally. 

Yeh i know that’s why i don’t see why they haven’t added the rest so there is actually things to do, i have hedgemont at 10 now, I just need to level up the other 2 areas from 7-10.

Which would be a lot easier without the on the lot challenges being in the bounties, I got lucky with a group doing 1 last night that’s why hedgemont is finished. I’m new to the series I got told I missed out so much not playing the others so thought I would try it,  but I also started after they stopped resetting the challenges which it needs because there ain’t a lot to do otherwise there’s not really any point logging on just to do the spotlight ones. I’ve only got 3 trophies left and I will have The platinum for the game. it’s mainly the only reason I even turn it now.
