"The Next Level" softlock

You fixed my previous softlock which was in the mission bag of tricks, which didn't progress at all.
Once fixed I found miself softlocked in the literally next mission called "the next level" and also the progress for unlocking Gullcrest Village doesn't advance.

I am guessing "the next level" is a mission from gullcrest village, which I can't see because I can't unlock the district.
