Can confirm this is happening to me as well against targets with foresight. The buff dispel removes all buffs and then the mark misses. If the attack was avoidable the howl should not dispel all buffs it should just get dodged, but it is actually removing all the buffs the target has even with foresight. I assume because it is removing all the other buffs even with foresight, that the ability is supposed to be unavoidable, yet the mark itself will still get dodged.
