According to new update I should be able to upgrade character who is level 85 and 4 stars or higher to relic. But it doesnt work. For example, my Bo-katan kryze is gear 12, lvl 85 and 7 stars, yet i cant upgrage to relic. I have already download the new update

You need to have all the gear required to take her to g13 first
The correct concept now after the update is:
->Relic unlock gear level (lvl 13) remain unchanged
->However, you are able to get the character to gear 13 without the star requirement
Correction: Not requirement -> *Restriction*
