The stamina refresh rate appears not to be accelerated on the Pass + in conquest? Anyone else? Is it a bug?

What makes you think that it isn't accelerated?
My toons used to get a full refresh from 50% in 12 hours or less. Now they seem to be grinding to do it in 24. also The rate of refresh is 1% in 22mins ish on DS clones. 22mins 28 secs on Spectre.
That's consistent but didn't it used to be faster than that. Like 15 mins for 1%?
I looked everywhere but couldn't find the full description.
What are the stamina refresh rates supposed to be? The deal just says accelerated refresh rates.
Rate without pass?
Rate with Pass + ?
