Announced in the character kit that 3v3 and 5v5 specific omicrons are going to cost 10 and they will refund previously applied omicrons. CX-2's 3v3 omicron costs 20. Not a visual bug because I applied it to test and it used 20 omicron materials.

Chances are they got lucky with the Knightfall event and got enough shards to unlock CX-2 early.
