I just spent 600 normal energy on light side 8-b hard and each time I got character shards I would get 1 Xanadu blood and 2-4 droideka shards. These are the normal drop rates. Seems like I just spent 600 normal energy plus the crystals to refresh the node multiple times and got regular drop rates.
I got the announcement in game that double drops had started, so I would expect that it would be working.
