GAS taking turns while under cover when facing GL Leia

When under cover, GAS should have a speed of 0, but GL Leia's min speed of 1 effect takes precedence over this, causing GAS to "take" turns while under cover. This is due to the fact that GAS' speed of 0 effect isn't listed as a "zerospeed_effect" (see screenshot below, taken from this page), which would allow it to bypass GL Leia's effect.
