On the unique Reflect Mercy for Inquisitor Barriss it says "Allies and enemies can't be revived."
However if you do a mirror match where both teams have Inquisitor Barriss present, at least while the allied Inquisitor Barriss is still alive while the enemy Inquisitor Barriss is not alive, the anti-revive from the allied Inquisitor Barriss is not active.
You can replicate this with an Inquisitors mirror match where the enemy team has Third Sister and both teams have Inquisitor Barriss. Kill the enemy Inquisitor Barriss and then kill the enemy Third Sister and you will see that Third Sister gets to revive from Hatred when the allied Inquisitor Barriss still being alive should prevent this revive.
I do not know if this bug with the anti-revive happens if both the allied and enemy Inquisitor Barriss are alive.
