No one can tell ypou if are off if we don't know what packs you purchased There were several packs that produced extra loaned lvls so there will be some variance. if you got your stars via mostly the gamble packs then yea your going to be behind.
No. It's definitely broken. My alt account, which did the same thing (era pass + crystal packs) got to 5 stars, and is the same era level as my main which is at 6 stars. It's my understanding that as you got stars, the marquee event would give you some additional loaned unit levels.
