Marrok's Desperate Getaway won't reset CD when getting a kill

I'll share this with studio. However, it might be working as intended. 

I think this is designed, as it is the same with every inquisitor. For example, ninth sister uses her first special, gets a kill on a unit with 6 stacks of purge, and doesn't get any HoTs.
