Not enough Lvl mats to upgrade Darth Vader (Duel's End) from lvl 52 - 55

For some reason, even though I've done all marquee events and have gotten all coliseum bosses to T7, I only have 950 of the Mk V Cresh Ability Module's out of the 2250 needed to level vader further. Now, this may be because I have Maul but at the same time, someone in my guild also has Maul and yet he could get all of his characters past lvl 52 to lvl 70. Both of us havent spent any money or crystals on the Mk V Cresh Ability Module's (or anything else that could've given them) either so I don't know why I'm missing some (I have maxed all the free episode passes as well if there were some in there), hence why I'm assuming its a bug. The attached images are of my current era lvls and proof of me not having enough Mk V Cresh Ability Module's.
