Pirate era battle tier 6 locked but tier 7 is not

Is this working as intended? I have king Hondo at r9 but can’t unlock tier 6.  On the other hand, tier 7 is unlocked.

    Tier 6 requires at least one Pirate at Relic 9 from the following list
    Captain Ithano
    Quiggold
    Kix
    Captain Silvo
    Brutus
    Vane

    Tier 7 requires Pirate King Hondo Ohnaka at relic 9
