If you are fighting Leviathans then no unfortunatly this is not a bug, leviathan got another buff... christ how many buffs did that fluffing ship get by now. if its happening in any battles besides leviathan then yeah that is odd but if it only happens against leviathan, which i assume bc its the top of fleet arena, then sorry to bring you the bad news.
