Ships with Valor can’t go below 1 hp so can’t lose Valor in Mandalore TB.

This applies to enemies on mandalore fleet mission in Territory Battle. Unknown if also applies to own ships or enemy ships in PVP. Didn’t matter how many times(did 5 attacks on jka ship and 3 on 5s ship) attacked enemy with damage shown they never went past the sliver of health and lost Valor. Had to wait out Valor expiring due to turns passed then they died. This only started happening with current TB so assuming is from latest update.
