I actually don't know if you guys intended this or not, but I'm going to assume no. When you go to star up any character, it costs 0 credits to do so.

Housemate got this, but I recently spent millions to star up my characters so I missed out! I feel so cheated and I’ve been playing three years longer. New players get all the good stuff. Okay rant over.
