EA QV TeamThis is working as designed. Stranger is not immune to these specific debuffs
The Clone Commander (or his allies) are not immune to Fracture / Captive. Despite this it has no effect on them.
This effect should work consistently between Speed limiting effects. I believe Ninth Sister lead also works the same way as the Clone Commander.
