“Offer massage” only for married sims

Despite many efforts, I have a relationship in my save that the only romantic interaction they can perform is 'offer massage'. I will list the troubleshooting I have already tried:

• uploaded household to gallery, new household still has problem
• I use mods/cc, I tried turning off all mods/cc and problem still there
• tried the "clean folder" technique, created new EA folder and added previous save in new folder
• used MCCC to delete relationship bits, everyone but spouse
  • bit "sisters" keeps popping up despite me removing it, not sure how to get rid of the repeating bit
• When I use cas.fulleditmode they are listed as spouses but you can’t change it to anything else, though other relationships has the option for 'partners' 

Any help is greatly appreciated! I'm hoping this is just a typical sims bug and fixes with time
