My sim is skilled up to level 8 in tattooing but tattoos from prior levels are still locked.

Sent you one of my two save files I have open right now, I have the other if you want to have it as well.
I'm having the same issue but I'm playing with mods. I understand that I couldn't unlock the poor tattoos because I maxed up the cheats. But my current sim is level 10 in tattooing skill, whenever I went to cas there are still some tattoos that is locked and stated required level(numbers). I've no idea why it's not generating when my sim tattooing skill is already level 10. I've been using the digitalistc sketchpad, so some of the tattoos are unlock in game but not generating in cas. I find this very weird.
That's the issue I'm having, I also play with mods.
