Bills came in positive and can't be paid/collected

I recently moved lot and built a new house, and just as I came in to live mode the bills came in. However, it came out positive - like they owed me money - and when I promted to pay/collect it, my sim does the whole animation and stuff, but there were no transaction and I STILL have it.

Reloading an older save is not an option I want to take because the last one that I was long before I was complete with my house and I don't want to spend so much time rebuilding it. So the only thing I've read that could "fix" it is to just wait for the tax man to come and take something.

I am asking if there's ANY other fix, or at worst an explanation on HOW it happened to prevent it from happening again.
