Build mode furniture glitch

I noticed a bug that occurs when I am in build mode. At first, I thought it had to do with building residential rentals. That's not the case. When I enter build mode from the world map and tweak it, I have to click through tools to be able to place furniture one at a time. For example, I want to place a lamp and when I click it and put it, it doesn't stick. 

I have to click on a random tool, then back to select, and then the lamp will stick. This bug was noticeable when I created residential apartments. I needed to shift through tools, then click on a room, to turn it into a unit. Because of the major glitch occurring with residential rentals, I removed all of them to prevent the game from deleting households and lots. I thought the weird glitch was gone since I no longer was creating units. 

This furniture bug only happens when I enter the map and build. Furniture places just fine when I'm using a family and going into build mode. I have tested this without mods (I do use mods but this wasn't the issue). I've also tested it by repairing the game, creating a new folder, and deleting localthumbnail.cache
