Can't fish at fishing signs in Sulani

I can see that I'm not the only one with this issue but it seems to be almost a year old. You can fish from a boat, but not ANY of the fishing signs posted around Sulani. Kind of sucks when I'm trying to complete the fish collection and you can only get certain fish from fishing sign areas.
