Can't fish in Sulani?

Going to fishing spots and clicking 'go fish' doesn't work. The Sim will fish in other worlds but not Sulani. Looking at how other people have gotten around the bug (going on the boat or going to other lots) still doesn't work for me. I don't use mods so that isn't interfering.
