Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
- What platform are you playing ?
- Did you put them in CAS to neuter with the cheat or did you neuter them when you first created them ? There's an existing bug report for this in the archive: [CD] [CHEAT] CAS-Spayed petd going into heat | EA Forums - 11549661 but that was with the cheat so just making sure.

I edited my household in manage worlds and added both the puppy and the cat. Both of them were set as spayed at this time. I didn't use any cheats. At the time when the puppy aged up and went into heat I had no mods in my game. But when my cat gave birth, I have added some mods. I am not willing to retest it without mods, because I've had the cat in my game for like 3 real life weeks before it gave birth just now, and that's how long I had to play to get this to happen. At least one of these things happened with no mods in my game. I have a PC.
