Re: City living won’t work ps5

For a HOT minute now I have been unable to access ANYTHING from the City Living expansion pack. I’ve uninstalled then reinstalled my game, restored the licensing and everything else I could possibly think of to fix it. I purchased the pack a while back and everything was fine for a while. Then, one day I got on and I could San Myshuno was locked and all the items from the pack (City Living) that I had used in builds was replaced with base game items. It’s as if I don’t even own the pack anymore!? But when I click on the pack or on San Myshuno it says I already own the pack?? And when I try to manually go back in and redownload the pack it just repeatedly says “something went wrong”. 
I play on PS5 for reference. PLEASE HELP! I’ve been dealing with this for months! If it can’t be fixed I would like a refund at least because why did I pay for a pack that I can no longer use?
