kind of the same here.. when i alt tab, the sims screen stays on top, i can reach my 2nd screen after the alt tab (i can't reach 2nd screen with my mouse when i'm in the game, i'm used to this), but i can't reach the screens that are beneath the sims screen.
edit: after googling around. it seems a directX 11 problem. Switched to Windowed Borderless as a workaround
