I also have this same issue. After some testing I have figured out that it has to be Direct11 that is the cause of this on my end at least. After the update, the sims 4 will be using Direct11 instead of Direct9, when I swapped back to Direct9 (which can be found in the settings) I could tab out again. Hopefully this is something that they will fix, since I would like to be both be able to use Direct11 but also be able to swap tabs.
