Eco lifestyle community spaces not functioning correctly

The corresponding NPCs are not showing up on my Eco Lifestyles community spaces. No one is showing up to run the sales tables or food stalls, the NPCs that helped with makerspace aren't showing up, no one is gardening. I also cannot click on the food stalls to hire vendors. 

I've never played with CC or Mods.
