Engaged in Conflict: Wording suggests Sims should be related, can't set in CAS

Trying to do the engaged in conflict scenario, but apparently the 2 sims are not allowed to be engaged - so whats the point?  EA pls don't release a game mode and just stop working on it... there i...

I think you need to start them as household members, not engaged but I've never played any scenario.

The description is a bit confusing. It does suggest they should be engaged so maybe someone can shed some light that played the scenario.
