What I do know is that the romance level between the 2 of them must not only be high enough, but I have found that even with a high romance level, I had to make my sims do many romantic actions, at that moment, before the "propose" showed in the menu so my sims could even become engaged! I also know that my sims, even though they had a high romantic level, they had not had a "first kiss" so many romantic options were not available yet.
I hope this helps. If it does not, I hope someone can or if it's broken, that is gets fixed. I know in my game, I have never had an issue with my sims not being able to become engaged to be married.

You can but it is pointless as the scenario automatically ends that because Romance is set to 0 and friendship is set to hated at the start..
I couldn't when I tested this. That's what OP is reporting. Engaged is counted as related.
crinrict No, I did not try that! Started with 2 single sims. I tried to cheat the relationship but found that I had to change from windowed fullscreen to fullscreen just to access testing cheats (Ctrl+shift+C). Even then I discovered that some of the cheats are not working either, the relationship cheat did not work for me, maybe it's changed as I have not actually used it in years!!!! I don't generally use cheats ever, but I wanted to see if I could cheat the friend/romance bars to speed things up in the scenario! 😂 I wasn't able too.
edit: just read jpkarlsen comments : I have not made it to the end of the scenario yet. My gaming time got cut short yesterday and I haven't played/con't today yet. Hoping to do so!
Also: I think that MiniSimmer2112 has a point. The wording seems to fit better using an "engaged couple" = pretty obivious 2 people engaged to each other verses "2 engaged sims" = 2 sims who are engaged = not to each other but each sim is engaged to someone else.
Thanks. Yeah I guess it's a problem with the wording then. I guess they wanted to make it more challenging so that you do have to get engaged in the scenario but the description is a bit misleading.
