Engaged in Conflict: Wording suggests Sims should be related, can't set in CAS

Trying to do the engaged in conflict scenario, but apparently the 2 sims are not allowed to be engaged - so whats the point? EA pls don't release a game mode and just stop working on it... there i...

From your image it seems you set them as engaged in CAS. This is not necessary but you can.
This is a very easy scenario. You just need to first build up friendship which depending on the traits you gave them can be very easy or hard. Once they are at least friendly you can start to buildup romance until you get to a point where they can ask to marry. Remember that there are certain romance interactions you need to do like "First Kiss".
