Game not launching and saying it has already launched. Not launching after force stop, reinstall or verifying files, keeps saying it is already running but it is not.

Have you opened task manager and seen if The Sims 4 or EA app is running there? If it is, right click on it and select "end task", then restart your PC. From my experience, that's taken care of the problem.
