Game stuck loading on green bubble

Recently I have found a bug that happens when I try to assign a sim to something.

It has happened so far when assigning a bed side, or any task in live mode where the select a sim menu appears.

What the bug does:

After clicking on the sim I'd like to assign I get this green circle that pulses over the sim I have highlighted's portrait. It continues to pulse and won't allow me to quit the menu using the back button (o) or use the confirm button (x), I can move between each sim but that's it.

I have also encountered the same thing in cas when removing certain clothing from my sim or using R1 or R2 to switch outfit category.

At first I thought it may have been my controller but the same thing happens when I use another controller.

Things I have tried:

Repeatedly spamming the back button

Repeatedly spamming the confirm button

Changing controller

Pressing options hoping to trigger the save menu

Waiting for the circle to go away (it does not)

Closing the game and reopening it (it works but sometimes during the game it returns)

I am using the newest update for PlayStation 4.
