I can't save any lots to my library

I can't save any lot from the gallery to my library. I can't save any pre-existing lots already in my save. I can't even save a square box that I built to my library. I can save households to my library however. I have tried repairing my game, resetting my sims 4 folder, removing my tray folder to a different location & I get the same message every time. I'm also playing without mods.
