Lazy Parents

Sometimes the parents of my infants will be right next to the infant when I give them a command to change a diaper or feed or otherwise care for an infant, and instead of carrying out the command,  they will call the other parent (who is across the house) to come take care of the infant. This happens multiple times in a row after cancelling the other parent intervening and telling the original parent to do it until I lock the original parent and infant in a room and give the command again. THEN they carry out the command. I can't find the pattern for why this is happening in multiple families in multiple different save files. I play on PC with no mods or cc.
