Live button grey's and task bar gone

I'm currently playing through the scenarios. Almost every time I go into build mode, or travel top a different lot, the top left bar goes all funky and the bottom game play bar is gone. Please refer to picture. 

Things I have tried:
It will temporarily fix when I close and reopen the game
I have repaired the game
I have created a new Sims folder inside the electronic arts folder
I have uninstalled and reinstalled EA and Sims 4

Note to add:
I don't have mods
I haven't played in a few months - but all updates are up to date
