I believe i have this bug too. I do not use any mods or CC, and have all packs.
I had a pair of sims get married yesterday with the Elope option. I took them to one of the off-lot scenic places in Tartosa. I did not move them in together, because the sim from the main family's household was full, and I am moving all of the spouses into an overflow household until the Dynasty Head dies (and plan to split his children to live with their spouses after that). I did this marriage from the spouse's PoV in the overflow household, because I needed to change her name and she has the noncommittal trait which was making engagement/marriage impossible despite an otherwise max relationship. After the vows concluded, I had the sims walk back to the active lot to use a mirror to enter CAS to update her name. Then I switched back to the primary household and closed the game for the night.
Today when I loaded up the game, I immediately saw the propose option between these sims again. The main household sim still has the moodlet for getting married, but the relationship bit for spouse is gone, as well as the one for their relationship being wholesome, and they'd been demoted from Soulmates to Lovers. They have the Partner relationship bit again, but not Engaged, nor Promised (which they had before). The spouse is still in the main sim's dynasty, which she joined after they eloped before going to CAS. Trying to propose again to redo the marriage results in the "new relationship" rejection, with the message about they just started dating.
After recovering a couple saves back, where I was still in the overflow household with the spouse, but just after entering CAS, her relationship bits match her should-be-husband's of being Partner instead of Spouse, and missing the other bits they previously had. From this recovered save, I had her propose again, then took them to the Tartosa wedding venue to get married at an arch (no event). They got the Spouse relationship bit, so I took her to a mirror, entered CAS, closed it again. After exiting CAS, I immediately got a "became the partner of" message. When I checked the sim's profile, they no longer had the Spouse relationship, and were also missing Partner. When clicking on the Sim, she could propose again to her should-be-husband.
Edit: I tested further on the recovered save. I got the same couple married again, at an arch with no event, and this time moved the main household partner in. I also brought another spouse to the active lot, who had been off lot for all of it, to the active lot and their Spouse relationship was still intact. The second spouse was also married to their main household spouse yesterday, however they were married at a MWS custom wedding event, and moved into the main household briefly before being moved into the overflow household. With the couple that initially eloped and the other character's spouse on the active lot, I entered and exited CAS again. I again received a message about the eloped couple's relationship being set back to partner, and their profiles again had removed Spouse and added Partner. However the other character, that was married with a MWS event, still has their relationship intact.
The other relevant difference between these two sets of couples is that the couple married with the MWS event only proposed once, and were not in a relationship when they were teens. The couple that eloped and are now bugged were in a relationship as teens, with the Promised relationship. After aging up to YA, the now-spouse got the Noncommittal trait, so the main household sim proposed to her multiple times, which all failed. When swapping to her household to have her propose, she had to propose twice for him to accept (he didn't give a reason when he rejected the first time, so I'm not sure why, because he didn't still have moodlets or sentiments about his proposals being rejected). On experimenting with remarrying them, it did take 2-3 proposals to get him to accept every time, with failure messages about either the relationship being "new" or no dynasty permission.

did you also still have both the engaged and married moodlet ?
If so, can you wait with getting married until the engaged one has expired and see if the same issue occurs ?
Can you also try if it works if the engaged one expired ?

tldr; No, that did not fix it.
I checked my other rollback saves, and fortunately had one just before the bugged couple did their vows, they did have the Engaged! moodlet at that time. I used that save to play forward about a day and a half for their engaged buff to expire (and to do some unrelated uni classes for the groom), without getting them married.
Once it expired (and classes were over) I took them back to the same scenic spot in Tartosa where they had eloped in the original save, to now elope without the "Engaged!" moodlet. I did the vows from the main household sim's perspective this time (and fortunately the noncommittal spouse didn't reject it, lol). I did not move them in together, main household is still full (and I didn't the first time). I did invite the spouse to the dynasty. I had them do a couple random social interactions, to give it a minute to make sure the marriage was really complete, walked them back to the active lot, made sure they had the Spouse relationship bit, and entered CAS from a mirror. On exiting CAS, I received a message that they were partners. He had the propose interaction again, and the profile had the Partners relationship bit instead of Spouse.
I saved just before going into CAS, so I exited without saving and reloaded the game. This time I sent the sim home before going to CAS, which had the same result of resetting them to Partners.
I also saved right before the vows in this post-"Engaged!" continuation. So I restored to that save, to try moving the main household sim into the overflow household with his spouse after the vows. Repeated vows, moved them in together, invited to dynasty, returned to active lot, entered CAS through mirror. Same Partner result. Exited without saving.
Next I returned to right before the vows, to try a MWS custom wedding event. (It worked for his sister! Her marriage has been intact through all of this, and I keep checking hers every time too.) I held the event at their home lot, since that's where his sister's wedding event was. She was added to the dynasty after the vows during the event. I did not add the spouse to the household at the end of the event. I proceeded to enter CAS via a mirror after the wedding event ended (naturally, I didn't end it early), and STILL got the same Partner message and relationship bit.
During all this, I also noticed that the spouse was pregnant. In the initial save, she did not have a moodlet for the pregnancy yet at the time of the marriage, but I kind of remember doing a TFB at some point earlier (I don't think I have a save back far enough for before it, especially since I can't remember exactly when it was). However in this recovery by the time of the post-Engaged! moodlet wedding she is visibly very pregnant. My couple that isn't bugged was not pregnant before or at the time of their wedding, however they are now pregnant; Their marriage has still remained intact after becoming pregnant through all the failed weddings of the bugged couple.
Sooo I'm returning to after the Engaged buff ended again, but before trying to get married, and I will play a few more days until she has the baby, and then see if it's because the wedding is during a pregnancy? This will take me a little bit to report back again, so in the meantime, were other peoples sims pregnant when they got married?
