Memorial Pictures cannot be assigned to a sim

My Sim's sister recently passed and during the funeral, I tried to assign the picture of the deceased sim to the memorial photo and it just updated to "noise" like on an old TV where the channel is not being broadcast.  When I left the cemetery lot and came back, the memorial photo was reset to "empty".

This cemetery is for my legacy challenge, the memorial photos for previous generations are all intact (thankfully).  It is just newly deceased sims where they cannot be updated.
