My business refuses to open

I noticed that whenever I try to open a small business on a non-residential lot it won’t work no matter how many times I click Open business ($75) it stays closed. I created a new save to test out to see if I am able to open small business and I noticed I can, so when I go back to my saved household to try and open it, it still doesn’t work. 

I do have mods and tried the 50/50 method and I have no mods effecting my game, in the new save where I have no placed lots my business opens fine but in my other saves where 90% of my lots are lots from the gallery, my small business don’t open, is there a way how to fix this? I really don’t want to only be able to only open small businesses if it’s on a completely new save.
